interesting thought.
I think in practice, part of "Homeland Security" is protecting national values, in addition to protecting borders and detaining "persons of interest." I wonder if we were under the jurisdiction of a First Nations Homeland Security department, would we adopt better policies and laws to actually protect the land and environment? Would we be more community-oriented and less individualistic? Would beer companies be banned from TV and forbidden from sponsoring Monday-night football?
It's hard to say.
